Between 2004 to 2007 he served as General Director of the Centre for Legal Studies of the Spanish Ministry of Justice. Mr Lombarte has also served as University Head Professor in Constitutional Law, and Director of the Public Law Department (1993-1998) at the University Jaume I, Castellon, Spain. (now Tyco Electronics) in the Engineering and Marketing areas. In 1990 he joined CIRSA to head its Manufacturing Division. In 1998 he was appointed Director of Corporate Development for its international operations and elected as a President of FACOMARE, the Spanish Manufacturers Association.
