Director General, Spanish Data Protection Commission
Artemi Rallo Lombarte is the Director of the Spanish Data Protection Agency. Between 2004 to 2007 he served as General Director of the Centre for Legal Studies of the Spanish Ministry of Justice. Mr Lombarte has also served as University Head Professor in Constitutional Law, and Director of the Public Law Department (1993-1998) at the University Jaume I, Castellon, Spain.
He has also led research activity in the International Institute of Human Rights in Strasbourg, in the Department of Theory of the State at the University La Sapienza (Rome) and in the Centre de Recherche en Droit Constitutionnel at the University Paris I-Pantheòn-Sorbonne.
He is the author of numerous monographs, collective books and scientific articles in Spanish and international specialised magazines.

Wes Himes

Wes worked for a number of years in Washington DC as Director of State Development for the American Legislative Exchange Council (ALEC). In this capacity, he worked with state legislative leaders throughout the United States and major US corporations. Wes moved to Europe to work as the Brussels Representative for the European Policy Forum and as an aide to a member of the European Parliament. He gained a Masters of Business Administration from the Katholieke University Leuven, Belgium - one of Europe's top business schools. Wes oversees all practices within the firm and has particular experience in strategic and commercial advice.
Gambling Business specialist: Operating in London and Brussels, Mr. Himes advises clients on a range of gaming and gambling public policy and commercial issues. He maintains effective relations with key Parliamentary decision-makers in London and Brussels, the European Commission, the Member States and regulators. Mr. Himes and his team provide advice on EU public policy issues to the Remote Gambling Association (RGA). Eduardo Antoja was born in Barcelona in Spain. Graduated in Electronic Engineering at the Polytechnic University of Catalonia in 1969, 1971 - 1976 staged as a part time Associate Professor.
Since 1979 worked in AMP Inc. (now Tyco Electronics) in the Engineering and Marketing areas. In 1990 he joined CIRSA to head its Manufacturing Division. In 1998 he was appointed Director of Corporate Development for its international operations and elected as a President of FACOMARE, the Spanish Manufacturers Association. He was President of EUROMAT, European Federation of Coin Machine Associations, from 1999 to May 2008 when he was named Honoury President.

Juan Barrachina is Spain Country Manager at Unibet and is the founder and president of Espanola de Apostadores Deportivos por Internet (AEDAPI), the new Spanish Internet sports betting association. Juan became involved in the gambling business in 1999 in Venezuela through his experience with several U.S.-facing offshore betting companies located in the Caribbean Basin. From 2001 to June 2004, he consulted betting services in Spain, and in May 2004 he joined Austrian Interwetten. He's been with Unibet since June 2005. Juan has a MBA and a degree in economics.

André Wilsenach has been the CEO of the Alderney Gambling Control Commission, since 2002. This is an independent and non-political regulatory authority in the Channel Islands, established to license and regulate eGambling in Alderney.
He is currently the Chairman of the International Association of Gaming Regulators and a member of the International Masters of Gaming Law. He received the Regulator of the Year Award from the World Online Gambling Law Report in 2005 and 2008.
In the past André has served as CEO of Zonke Monitoring Services, a private company established to render electronic monitoring services to the National Gambling Board of South Africa. He has also advised the Guernsey Gambling Control Commission on the development and implementation of a regulatory framework for casino gaming.

Juan J. ZORNOZA PÉREZ, is Professor of Public Finance and Tax Law at the University Carlos III de Madrid, and Lawyer of the Madrid Bar Association.
